There is a huge need for infrastructure especially for roads, electricity and water in Haiti. In order to attract more private sector investment, the government established a PPP unit in the Ministry of Finance (Unité Centrale de Gestion des Partenariats Public-Privé, UCG/PPP) in 2012. A PPP law and PPP manual are currently under development.

In addition to private investment in infrastructure, for example in the telecom sector, Haiti has implemented several PPPs, including in the energy, transport and water sectors. An example for a PPP is the cruise ship pier at Labadie. The rehabilitation and operation of the Cap Haitien port using the PPP mode is currently being assisted by an IFI.
