PPPs in Bulgaria are of significant importance for the development of the country’s infrastructure, energy capability and transport systems. In this respect, to promote PPPs, Ministry of Finance developed methodological guidelines, manuals, financial models and other materials to assist central and local authorities in the implementation of PPP projects.In June 2012 the National Assembly of the Republic of Bulgaria adopted the Public-Private Partnership Act (SG, No. 45 of 2012, effective as of 01/01/2013).
Although Bulgaria does not yet have a specific PPP law, the legislation governing concessions and public procurement, together with other general commercial and civil laws, offers various opportunities for the realisation of PPP initiatives. Municipalities in Bulgaria often pass PPP ordinances, based on which they develop PPP projects, in order to provide legal grounds for PPP schemes.
