Until 2015, Benin did not have a PPP law in place. However, a PPP law is currently under preparation. With regards to a major port sector program, the government implemented a PPP for the development of a new container terminal and the concession agreement was signed in September 2009. Also there was private investment in the telecom sector.

In 2015, a PPP for piped water supply systems in rural and small towns was set up. There are some continuous small-scale PPPs in the water sector initiated at the local level in communes.
